Theory of Change

A Strategic Blueprint for Economic Mobility

At Xiente, we understand that poverty is not simply a lack of resources—it’s the result of systems that restrict access, opportunity, and dignity. For more than 45 years, we’ve stood with families in under-resourced neighborhoods, helping them meet urgent needs while building pathways toward a more stable, prosperous future.

Our Theory of Change is the strategic framework that guides this mission. It reflects decades of community-based practice, leadership, and learning, paired with national research on what works to advance economic mobility. This is not a static model—it’s a living strategy shaped by the lived experiences of those we serve.

Our Core Belief

Families thrive when they are empowered, connected, and supported by equitable systems.

This belief is the foundation of Xiente’s Theory of Change. It drives our programming, informs our partnerships, and defines the outcomes we pursue. The Theory of Change explains how we move from service delivery to systemic transformation—and how we measure meaningful progress along the way.

Our Three Strategic Pillars

Empower

We equip individuals and families with the tools, knowledge, and confidence to succeed—starting in early childhood and continuing through adulthood.

We focus on:

  • Early education and school readiness
  • Youth development and academic engagement
  • Adult learning, career coaching, and workforce development
  • Financial literacy and economic mobility case management

The project helped me realize that I am a part of something and that I can do better.

Connect

We strengthen social capital by creating intentional networks of trust, support, and opportunity. Relationships are a powerful form of currency—especially for those navigating poverty.

We focus on:

  • Peer mentorship and family support groups
  • Cross-class and intergenerational connections
  • Community events and collaborative problem-solving

They help you be seen and they don’t let you go. It’s a great feeling.

Advocate

We use data, lived experience, and collective voice to challenge the systems that perpetuate poverty. Policy change and grassroots organizing go hand in hand.

We focus on:

  • Community-driven participatory research
  • Local and state policy advocacy
  • Partnering with families to co-lead change

You’re the ones bringing others to the table, and your stories are what make this work real.
